Rwanda's top prosecutor says he may file charges against the man whose story was portrayed by Don Cheadle in the movie "Hotel Rwanda."

The prosecutor, Martin Ngoga, said Paul Rusesabagina has helped finance what Ngoga called terrorist activities in Rwanda. Ngoga said Rusesabagina helped fund commanders with the FDLR, or Democratic Forces for the Liberation of Rwanda.

Rusesabagina told The Associated Press on Wednesday that Rwanda is undertaking a "smear campaign" against him because his foundation advocates for a reconciliation process in Rwanda. Rusesabagina says anyone who opposes Rwandan President Paul Kagame is treated with harassment.

Rusesabagina's heroism in the face of genocide inspired the movie "Hotel Rwanda."
