On a new Frontline (check local times, PBS) titled "The Crash," financial experts analyze the causes of the Aug. 31, 1998, stock market plunge and worry over global economic disasters to come. On a rerun of Will & Grace (9:30 p.m., NBC), Grace can't deal when she discovers that she doesn't know every little thing about Will. Bobby Simone dies again on a shattering 90-minute NYPD Blue (9:30 p.m., ABC). Stock up on tissues and marvel at Jimmy Smits' deathbed performance one last time. Dateline NBC (10 p.m., NBC) reports on the most dangerous intersections in the country. P.O.V. (Check local times, PBS) presents "Green Monster," a documentary about auto racer Art Arfons, who held the land speed record 30 years ago and has been trying to regain it.
