In a strange but true twist, the show is hosted by Melissa Etheridge. ABC is hoping for another "Whose Line is it Anyway?" summer hit with the new game show Who Wants to be a Millionaire? (8:30 p.m., ABC), which is airing every night in prime time for the next two weeks. Regis Philbin hosts this adaptation of a British quiz show. The new cartoon series Rocket Power (8:30 p.m., Nickelodeon) makes its debut in the Nickel-O-Zone (dont ask). Produced by the "Rugrats" team, "Rocket Power," which centers on a group of preteens who are into extreme sports, is aimed at slightly older kids. Ally and Billy agonize over whether they should tell their partners about their feelings for each other on a rerun of Ally McBeal (9 p.m., Fox). Everybody Loves Raymond (9 p.m., CBS) repeats the one where Ray humiliates Debra at a charity auction and then becomes paranoid waiting for her to get even with him.
