You wouldn't think that Who Wants to be a Millionaire (8:30 p.m., ABC) would need the plug, but it's preceded by a stunt episode of Spin City (8 p.m., ABC) where Paul (Richard Kind) goes on the show and matches wits with host Regis Philbin. On Buffy the Vampire Slayer (8 p.m., WB), we learn the identity of those vampire-snaring commandos, who have bagged Spike. Julia meets Evan's son (who's close to her age, so watch out, Evan) and Charlie is offered a chance to resign after he's accused of impropriety with a student on Party of Five (9 p.m., Fox). Angel (9 p.m., WB) clues us in on Doyle's past, when his ex-wife shows up with some news. On Once and Again (10 p.m., ABC), there is much wailing, insecurity and self-flagellation on the part of Rick and Lily when Eli and Grace sneak off to an unsupervised wild party. In other words, more of the same from a show that gets slower and more tired every week.
