Officials worry that most Americans don’t live in fear

Blame it on Tom Ridge’s duct tape fiasco from 2003, or perhaps suspicions that terror alerts are politically timed and motivated, but preparedness officials say Americans aren’t scared enough that terrorists will strike near their home or office, and are choosing not to create their own personal “preparedness”plans.
