After George W. Bush laid out his "National Strategy for Victory in Iraq" at the U.S. Naval Academy this week, he took a beating for speaking -- once again -- before a military audience guaranteed to respond politely to anything he had to say. Lesson learned? Not exactly. Dick Cheney will offer some words of wisdom about the war in Iraq in a speech next week. The venue? A rally for the 10th Mountain Division and the New York Army National Guard's 42nd Infantry Division at Fort Drum.
