“The Catherine Tate Show,” playing on BBC America, shares many of the charms of “The Tracey Ullman Show,” including heavy make-up and a steady flow of bizarre, largely unlikable characters. Tate’s skits may not measure up to Ullman’s quite yet, but watch a few episodes and it she’ll definitely start to grow on you.
