Rudy Giuliani, who said over the weekend that "there's a real good chance" he'll run for president, moves one step closer today as he files a "statement of candidacy" with the Federal Election Commission. According to the Associated Press, the statement will remove the phrase "testing the waters" from paperwork Giuliani filed back in November.
