As expected, the Senate has now given its final approval to an "emergency" supplemental war spending bill that requires the president to start withdrawing U.S. troops from Iraq by Oct. 1. The vote was 51-46.

Republicans Chuck Hagel and Gordon Smith joined Democrats in voting for the bill. Independent Joe Lieberman joined the rest of the Republicans in voting against it. Republicans John McCain and Lindsey Graham didn't vote, nor did Democrat Tim Johnson, who is recovering from brain surgery.
