Massive breaks allowed 330,000 businesses to take advantage and slashed personal income taxes. This Independent Lens documentary film explores how the "Kansas experiment" negatively affected schools and hospitals and why the tax policy that turned out to be a mess was eventually voted out.
Fast forward to 2018 and hints of Brownback's plan are back- in the form of the national tax bill signed into law by President Trump.
